For Class 1 and 10 footings and slabs, check reinforcement cover before every pour. Under the ABCB Housing Provisions Standard 2025, clause 4.2.11(5), cover is measured from the outermost edge of reinforcement, including ligatures and tie wire, to the concrete surface. Minimum cover is 40 mm to unprotected ground, 30 mm to a membrane in contact with ground, 20 mm to an internal surface, and 40 mm to external exposure. Reinforcement must be fixed so it does not move during concreting and supported on suitable bar chairs, with chairs for fabric reinforcement spaced at not more than 800 mm centres.
Poor cover can reduce durability and serviceability, so don’t rely on mesh being “near enough”. Check chairs, laps, penetrations and slab edges before placement.
Where reinforcement is visible after the pour, treat it as a potential non-compliance, not just a cosmetic issue.
The area should be assessed and rectified using an appropriate repair method so the required cover is restored, and where there is any doubt about structural adequacy, durability or extent of exposed steel, obtain advice from the certifier or a suitably qualified engineer before covering or accepting the work.
