MASTER BUILDERS ACT SUBMISSION ON THE ACT GOVERNMENT’S MISSING MIDDLE HOUSING REFORMS
The ACT Government opened consultations on the Missing Middle Housing reforms in May 2025. On behalf of the residential construction industry, MBA ACT submitted feedback noting reduced residential construction activity and calling for complementary measures such as faster approvals, infrastructure readiness, fair statutory charges, workforce investment, and reduced compliance barriers.
MASTER BUILDERS ACT SUBMISSION ON THE PAYROLL TAX AMENDMENT BILL 2025
In this letter to the Legislative Assembly, MBA ACT opposed the Payroll Tax Amendment Bill 2025, highlighting that higher rates, including an 8.75% surcharge for large employers, could make the ACT the most expensive jurisdiction, risk local jobs and businesses, and urging growth-friendly alternatives like phased surcharges or higher thresholds.
MASTER BUILDERS ACT PRODUCTIVITY PROPOSALS FOR THE ACT AND REGION
In this submission to the Federal Treasury in July 2025 ahead of the ACT Economic Roundtable, MBA ACT recommended reforms in building regulation, construction training, procurement, taxation, modern construction methods, and workforce settings to boost productivity, address labour shortages, and increase housing supply.

This submission responds to the OFSC’s Positive Performance Indicators discussion paper from August 2025. Here MBA ACT supported shifting from lagging safety metrics to proactive indicators focused on training, management commitment, hazard analysis, worker involvement, and mental health, with flexible staged implementation.
