The City Renewal Authority has released Section 116 (City Hill carpark) to market. This significant City Centre site — located opposite 1 Constitution Avenue and bounded by Commonwealth Avenue, Vernon Circle, Constitution Avenue and London Circuit. According to the ACT Government this represents one of the most substantial development opportunities currently available in Canberra.
As part of the ACT Government’s Housing Supply and Land Release Program, the future development of Section 116 will deliver a minimum of 742 residential dwellings, including 55 community homes and 55 designated as affordable, along with the potential for retail space. Its central location, strong transport links and proximity to key civic and cultural assets position it as an important contributor to the city’s housing supply, employment base and long-term economic activity.
According to the ACT Government, a rigorous and structured two‑stage sales process will be undertaken to ensure the development reflects the site’s importance. The first expressions of interest stage, is now open and closes on 29 May 2026, with shortlisted proponents to be invited to submit detailed design proposals demonstrating capability, design quality and alignment with community and Territory expectations. The first settlement is expected in the first half of 2028. The site will continue operating as a public carpark until then.
