SWA has released a new interactive tool for those with responsibility for mobile plant in the workplace, including operating, working with, hiring, or as a person conducting or undertaking a business (PCBU).
WorkSafe ACT has consistently identified mobile plant incidents—particularly those involving ground conditions, poor traffic management, and plant–people interactions—as a critical enforcement and compliance focus.
This interactive tool highlights the key hazards associated with mobile plant operations and provides practical guidance on identifying, assessing and controlling risks before incidents occur. It is designed to help duty holders meet their WHS obligations by improving planning, site controls and day‑to‑day decision‑making where mobile plant is used.
MBA ACT encourages members to review these key focus areas of managing mobile plant:
- Ground conditions and stability – Assess ground bearing capacity, slopes, edges, excavations and weather impacts before plant is mobilised. Unstable or poorly prepared ground remains a significant contributor to rollovers and plant collapse.
- Traffic Management and Plant–People Separation
Implement site‑specific traffic management plans that clearly separate mobile plant from workers and pedestrians, using physical barriers, exclusion zones and clear signage.
- Plant Selection, Suitability and Maintenance
Ensure the right plant is selected for the task and site conditions, is fit for purpose, and is subject to regular inspection, maintenance and pre‑start checks.
- Operator Competency and Supervision
Confirm operators are appropriately licensed, trained and familiar with the specific plant and site conditions, with effective supervision in place—particularly for high‑risk or changing environments.
- Safe Systems of Work and Communication
Establish clear procedures for plant operation, loading, reversing, refuelling and interaction with other trades, supported by effective communication methods such as spotters, radios and agreed signals.
