Safety at Heights, Site Security & Scaffolding – Reminder

Master Builders ACT is again reminding all members of their ongoing obligations to manage work at heights, site security and scaffolding safety across all construction sites.

Recent incidents and observations in the ACT reinforce the importance of consistent supervision, compliant checks and active risk assessments — particularly during high-risk construction activities.

Work at Heights

Falls from height remain one of the leading causes of serious injury in the construction industry. Members are reminded to ensure:

  • A safe system of work is in place for all tasks involving work at heights
  • Fall prevention measures are used where practicable (e.g. edge protection, guardrails, covers)
  • Fall arrest systems are correctly selected, installed, used and maintained
  • Workers are trained, competent and supervised
  • Safe access and egress is provided at all times

Scaffolding

All scaffolding must be designed, erected, altered and dismantled in accordance with legislative and manufacturer requirements. Members should ensure:

  • Scaffolding is erected by licensed and competent persons
  • A handover certificate is provided where required
  • Scaffolding is inspected regularly, including after alterations or adverse weather
  • Platforms, guardrails, toe boards and access points are correctly installed, and unqualified workers are not removing them.
  • Loads do not exceed the scaffold’s design capacity

Site Security

Effective site security protects workers, the public and your business. Members are reminded to:

  • Secure sites to prevent unauthorised access, particularly after hours
  • Maintain fencing, hoardings, gates and signage in good condition
  • Control access to plant, scaffold, materials and hazardous substances
  • Ensure excavation and height hazards are adequately protected

Your Responsibilities

PCBUs have a duty to ensure, so far as is reasonably practicable, the health and safety of workers and others who may be affected by construction activities. This includes:

  • Ongoing risk assessment and control
  • Regular site inspections
  • Prompt action to address identified hazards
  • Ensuring subcontractors are complying with site safety requirements

Master Builders ACT encourages members to review their current practices and ensure safety systems are actively implemented — not just documented.
