Young and vulnerable workers – WorkSafe ACT

WorkSafe ACT has raised increasing concern for vulnerable workers in the construction industry, citing a rise in workers’ compensation claims made by young and at-risk employees. Occupations such as labourers, carpenters, joiners, and electricians are among those most frequently reporting claims.

What is a vulnerable worker?

  • a young worker aged up to 25 years
  • a migrant or visa worker, particularly where English is not your first language
  • an employee who is
  • a new starter
  • changing careers or role,
  • re-entering the workforce after a break
  • LGBTQIA+
  • a person conducting a business or undertaking engaging workers who are new to a job or task and/or young or otherwise especially vulnerable due to age or cultural, linguistic and other potential barriers to experiencing health and safety at work.

WorkSafe ACT reports that new and young workers including Apprentices are statistically at a significantly higher risk of workplace injuries. Members are therefore reminded to take the following measures when managing vulnerable workers within their organizations:

  • Ensure adequate supervision is provided
  • Provide proper induction and training delivered by a suitably qualified person
  • Consider appropriate work design for young and vulnerable workers
