Tap into Your HSRs: Building Strong Safety Culture Starts Here

Posted

I’ve just completed delivering HSR training for 2025, and the feedback is inspiring.
The newly trained Health and Safety Representatives (HSRs) are enthusiastic and eager to contribute to improving safety across the local construction industry. This energy is a huge opportunity for PCBUs (Persons Conducting a Business or Undertaking) to strengthen their safety culture by actively engaging these representatives.

Why Engage with your onsite HSRs?

HSRs are more than a compliance requirement—they’re a powerful resource for promoting safety and building trust. By involving HSRs, PCBUs can turn safety from a checklist into a shared value.

The Benefits of Engaging HSRs

  • Direct Worker Insight
HSRs know the real challenges workers face. Their feedback ensures hazards are identified early and controls are practical.
  • Improved Communication
HSRs bridge the gap between management and workers, making safety conversations meaningful and trusted.
  • Stronger Safety Culture
When workers see their HSR actively involved, it reinforces that safety is everyone’s responsibility—not just management’s.
  • Compliance and Best Practice
Consulting through HSRs is a legal requirement under WHS laws. Doing it well reduces risk and demonstrates due diligence.

How PCBUs Can Leverage HSRs

  • Invite HSRs to prestart meetings, toolbox talks, and safety walks.
  • Include them in risk assessments, incident reviews, and safety inspections.
  • Encourage HSRs to share safety messages in their own words—peer-to-peer communication is powerful.

Safety Inspections: A Key Role for HSRs

HSRs can play an active role in scheduled and unscheduled safety inspections. Their involvement:

  • Ensures inspections reflect real work conditions.
  • Builds worker confidence that safety concerns are addressed.
  • Helps identify hazards that might otherwise be overlooked.
